Whenever possible, shoot for two courts. It's awfully tough to run events on a single court. And it doesn't cost twice as much to build two as it does to build a single alley.
Consider drainage options.
You can't have too much drainage.

Play ball! The borough will get a great return on its investment. The quality of life in a community is tied into its recreational activities.
